"The railways in the West Midlands are the crossroads at the centre of the national rail network. They are busy with traffic but daily performance is not robust and demand for passenger and freight journeys is both growing and changing. Collectively the rail industry faces the challenge of improving performance, controlling costs and making the best use of existing resources and network capacity. This Route Utilisation Strategy offers analysis of demand and puts forward proposals for change to meet those challenges; proposals we believe should form a significant part of the rail strategy for the region between now and 2011 and proposals upon which I invite your comments.
This is the fourth Route Utilisation Strategy to be developed by the Strategic Rail Authority. Unlike its three predecessors, the Midland Main Line, the Brighton Main Line and the Great Western Main Line, this Strategy looks across a wide region instead of along a route. It is more complex because of this, and a further complexity arises through the many links with
the West Coast Main Line Strategy. We have focused our work on the areas most in need of attention and have tried to show clearly the steps from demand, cost and capacity analysis, through performance and affordability considerations, to the options considered and selected."
