"The West Midlands Route Utilisation Strategy (RUS) sets out how to manage forecast passenger and freight demand on the rail network within the West Midlands up to 2011. It identifies the most cost-effective way to build further on the growth in use of rail in the West Midlands.
It is published by the Strategic Rail Authority with the approval of the Secretary of State for Transport. While the duty and responsibility to develop and publish strategies ceased to apply from last month, the SRA has a direction on this occasion to release this Strategy in the way it has done with earlier route utilisation strategies. Ministers and DfT will accord it the same status as these earlier route utilisation strategies. Future Route Utilisation Strategies will be taken forward by Network Rail to create a coherent set of appraisals of busy parts of the network where questions of utilisation arise."
