"2. The Second Report of 1982-83, Serpell Committee Report on the Review of Railway Finances, was published on 18 May 1983 as House of Commons Paper 240. A letter was sent to the Chairman of the present Transport Committee in December 1983 setting out the Government's response to that report. The relevant section of that letter is published as Annex B to this Special Report."
