"A huge amount of work has now been done on the options before us. AbsoluteIy clear the company does not have full control of its business or know its underlying costs.

There is an opportunity to secure a fundamental change in Railtrack.

Administration

Railtrack now claim they could "muddle through" for a time. No clear grounds to force the company into Railway Administration.

So we have to persuade the company to cooperate with us.

Renewco

The April Renewco deal no longer makes sense. It would strengthen market perception that the Government stands fully behind Railtrack. And it is probably a public sector entity in any case. We should not proceed with it.

Equity vs Company Limited by Guarantee

I believe that an equity model cannot deliver the focus on public interest outputs that we need at the heart of the railway.

The alternative not-for-profit "company limited by guarantee" (CLG) offers an opportunity to focus on the public interest. More work is needed, but I believe it should be our favoured option."
