By this time the Strategic Rail Authority were increasingly directing railway investment, and Railtrack intended a further publication - part 2 - which would follow publication of the SRA's 'Strategic Plan' (which eventually appeared in 2003). Part 2 was never published; Railtrack was put into railway administration in October of that year.

"This year's Network Management Statement is very different from previous editions. It is my first as Chief Executive but more importantly it differs in content and scope reflecting the impact and aftermath of the Hatfield crash, the recent regulatory review and also the increased role of the Strategic Rail Authority (SRA) in network development.
Part One concentrates on the National Recovery Plan, our proposals to deliver improved maintenance and renewal, our key initiatives to further improve safety and reliability and how we intend to deliver committed enhancement projects while strengthening the work with the rest of the industry. Part Two which will focus on the delivery of enhancement will be published later in the year, ideally to coincide with, or to follow, the SRA's Strategic Plan, which will set out its view of industry priorities."
