"Safety issues have been a concern of the railway industry since its inception – from Rocket to Railtrack, Evening Star to Eurostar, nationalisation to privatisation. And as performance and patronage have increased over time, so has the need to ensure adequate levels of safety and security. The ongoing and interactive relationship between the industry’s cycle of safety planning and performance reporting is essential to this goal.
This Rail Safety and Standards Board (RSSB) Annual Safety Performance Report (ASPR) presents our railway’s safety trends for 2005, and is the first to be produced exclusively by RSSB. It reviews the performance levels achieved during the year across a number of key topics, and considers how safety issues are being addressed by our industry."
Does the franchise model just need technical changes or would a concession system be better?
