"High-Speed Railways (HSRs) have been one of the most innovative elements affecting passenger transport since the Second World War. At the same time, HSRs are expensive to construct, represent a considerable sunk cost in the transport infrastructure, and produce economic and social effects which are difficult to predict. It is therefore important to be aware of existing research on the impact which new lines have had on the economy, on transport and employment patterns, regional economies and so on. In this report we review the development of the world’s HSR network, survey the lines which are under construction or in the planning stage, and summarise the literature which has examined the impact of this technology."
